ISO 45002 occupational health and safety implementation guidance
ISO 45002 consulting helps companies improve how they put occupational health and safety systems into practice. Vosurein reviews work activities and site handovers, then clarifies worker participation, control responsibilities and improvement records so that procedures reflect actual work.

For Your Business
Who this service is for and when to start
Suitable for enterprises that already have an ISO 45001 system but repeatedly experience implementation deficiencies, contractor management gaps, or insufficient worker participation. When adding new equipment, changing operations, or transferring management personnel, affected processes can be prioritized for inspection.
The Challenge
Common challenges faced by businesses
When health and safety work rests solely with the safety team and supervisors and workers only fill in forms, ongoing hazard identification suffers. Failing to respond to concerns also undermines worker participation.
If contractor, procurement, and change processes are not connected, hazards may only be discovered after equipment arrives or work begins, increasing the difficulty of subsequent remediation.
Our Approach
Methods and applicable requirements
ISO 45002:2023 provides guidance for establishing, implementing, maintaining, and improving the ISO 45001:2018 management system. It does not add to or weaken the main standard requirements, nor does it use its examples as the only way to implement.
The priorities below depend on the organisation’s context. Confirm the scope and level of supporting evidence at the start.
System Implementation
Map procedures to actual work and approval authorities, identify which records truly support hazard control, and which handovers are still unclear.
Worker Participation
Check the channels for providing opinions and obtaining feedback so that participation is not limited to meetings or signatures; arrange discussions in different shifts if necessary.
Operation Management
Select hazard control, contracting, or operation change processes, and review whether pre-start confirmation, execution, and abnormal reporting are coherent.
Internal Improvement
Link incidents, inspections, and audit findings to causes and measures; confirm whether the measures have been implemented, rather than just closing documents.
Process
Consulting scope and process
Identify On-site Issues
Select the processes that need improvement with the occupational safety and operational departments and organize existing deficiencies and changes.
Examine Procedures and Operations
Compare work samples with responsibilities, on-site arrangements, and records to form an actionable improvement list.
Assist Departments in Trial Implementation
Adjust the processes and training content, and correct unclear parts through feedback from actual operations.
Review Effectiveness of Measures
Track the pilot and outstanding issues, and include responsibility for maintaining improvements in supervisory checks and management reviews.
Preparation
What documents do companies need to prepare?
- Work and Personnel: Work activities, shifts, contracting, and departmental division of labor.
- Hazards and Control: Hazard identification, control arrangements, and operating procedures.
- Participation and Training: Communication, feedback, and competency records.
- Evidence of improvement: Incident, inspection, audit, and measure tracking.
An index or summary is enough for an initial discussion. Before sharing personal data, confidential contract information or system records, agree on access authorisation, redaction and retention.
Project Planning
Estimating time and cost
Assess according to work risk, site, shift, and departments that need to participate. Time for on-site interviews and trials should be reserved; statutory inspections, professional measurements, medical services, and third-party certification are separately assigned.
FAQ
Frequently asked questions
Is ISO 45002 a new certification requirement?
No. We use this guidance to improve implementation of ISO 45001. A supporting standard does not create a separate management system certificate.
Is it necessary to adopt all cases?
It is not necessary to follow them exactly. The suitable arrangement should be chosen based on the enterprise's work methods and risks, and cases cannot replace on-site judgment.
Can course attendance alone improve the situation?
Courses can build consensus, but if the issues involve authority, resources, or work processes, practical adjustments and follow-up are still required.
Should contractors also be considered?
First clarify the work and collaboration arrangements that the company can control, then include the relevant interfaces in the discussion to avoid responsibility handover gaps.
Are there existing procedures that can be reused?
Yes, first check whether the content reflects the current situation and is executable; there is no requirement to rewrite it just to change the format.
Does it replace statutory occupational safety and health work?
It does not replace it. System improvements and the professional, inspection, and reporting work required by law need to be confirmed separately.
