Who this service is for and when to start

Manufacturing, engineering, logistics and service organisations can review occupational health and safety management when work, equipment, contractors or working arrangements change. Other starting points include requests for evidence of the management system or gaps between procedures and site practice.

Supervisors and workers both need to participate. Preparing documents cannot be left solely to the health and safety contact. Practical experience helps identify situations that procedures have missed.

The Challenge

Common challenges faced by businesses

Examples of gaps include an old hazard list despite equipment or shift changes, and contractor sign-in records without coordination of risks from simultaneous work. These show where procedures have fallen behind site practice.

If incident handling only requires personnel to be careful without checking equipment, processes, or working conditions, recurrence is hard to avoid. Management must track whether measures actually reduce risk.

Methods and applicable requirements

ISO 45001:2018 including Amd 1:2024 provides requirements and guidelines for occupational health and safety management systems. It is applicable to all types of organizations. The next edition DIS is still under development; statutory inspections, professional qualifications, and on-site safety obligations must be separately confirmed according to location and operations.

Hazard Identification and Worker Participation

Assist in organizing hazards from routine, non-routine, and changed operations, combining worker feedback to confirm control gaps. Personnel and exposure conditions for different operations should be considered separately, not just copied from other plant lists.

Operations, Contracting, and Emergency Response

Define responsibilities for operational controls, procurement, contractors and changes, including handovers and emergency response. Arrange communication and coordination for external workers and simultaneous operations.

Incident Investigation and Improvement

Assist in turning incidents, near-misses, and audit findings into traceable improvements, reviewing causes and the effectiveness of measures. Documentation cannot replace on-site protection, nor can system certification guarantee zero incidents.

What documents do companies need to prepare?

• Operations and Personnel: Site, operation type, contracting, and worker groups.
• Hazards and Requirements: Risk assessment, applicable requirements, and inspection data.
• Controls and Competencies: Operating procedures, training, protection, and emergency arrangements.
• Incidents and improvements: Incidents, near-misses, feedback, and improvement tracking.

For an initial discussion, provide a summary or de-identified sample. Share full records under the agreed scope, access permissions and confidentiality arrangements. Check whether existing records are still valid before filling gaps; there is no assumption that every document must be rewritten.

Project Planning

Estimating time and cost

Costs depend on work risks, locations, coordination with contractors and site review needs. Specialist assessments, equipment improvements and statutory testing for high-risk work require separate scheduling. Completed documents cannot replace site safety measures.

Each project specifies the number of on-site interviews, document revisions, training sessions, internal-audit support activities and improvement reviews, together with responsibilities. Third-party certification, specialist testing, engineering and legal services are not included in consulting fees by default. Confirm transition schedules for existing certificates with the certification body.
